Fine & Possible Obscured Attempt to Prohibit National Forest Usage

The notice below, that I received on 07/15/17, pertains to the area denial incident that occured on 06/15/17.

The citations, that are part of national forest records, are concerning because they seem to be a veiled threat on the part of the MNF to deter me from using all national forests, on the premise of more fines &/or imprisonment.

The fine, which could have been much more, was paid in full on 08/04/17.

The receipt for that payment is displayed underneath the notice.
