The 2-foot diameter Bayou Bride Pipeline (BBP) would carry about 480,000 barrels (over 20 million gallons) of crude oil per day, across the southern coast of Louisiana, from Lake Charles to St. James. It would span about 162 miles, through 11 parishes (counties) that include the Atchafalaya Basin, & the Bayou Lafourche River. Pipeline construction started in January 2018, & is to be completed by October 2018.
My premise is that the BBP is a concealed ecological Weapon of Mass Destruction (WMD) that is commissioned by cabal of wealthy ecocidal psychopaths, who are waging an unconventional warfare (UW) invasion into the coastal region of Louisiana .
The BBP is intended to:
- pollute southern Louisiana
- displace indigenous people
- reduce the quantity of plants & wildlife, or cause their extinction
- contaminate food & water supplies
- depopulate the area (negative eugenics)
- alter the terrain to make it unusable for wildlife & humans
- devastate the local economy
This is part of a greater attack against planet Earth, its native lifeforms, & the human race by a network of wealthy criminals, who are terraforming the planet, to make it unlivable.
The ruling psychopaths knew that if they overtly polluted Earth's natural resources, there would have been resistance. So they disguised their attacks using their industrial corporations, (just as they disguise everything else).
Although the focus of this report is the use of petroleum as a natural chemical weapon, some ecological attacks concealed within their industrial operations, include:
- Deforestation-(during pipeline construction & extraction operations; destruction of carbon sinks; negatively impact wildlife; accelerate climate change).
- Radiation-(tests & staged disasters to contaminate natural resources).
- Hydraulic fracturing (fracking)-(invasion of suburban & rural areas with chemical & acoustic warfare; deforestation; accelerate climate change with methane (CH4) emission; poison local resources; land seizure).
- Oil spills-(with rigs, tankers, pipelines, trains; on land, sea, lakes, rivers; contaminate natural resources).
- Pipeline construction-(suburban & rural invasion; acoustic warfare; deforestation; landscape sabotage; land seizure).
- Mining-(habitat destruction; natural resource contamination; deforestation).
- Chemical spills & explosions-(factories, ships, vessel collisions, vehicular accidents; natural resource contamination).
They are using these covert tactics to cut off the food & water supplies of targeted areas. Based on the evidence I've seen, I'm certain that they strategically plan these industrial occupations, the same way a traditional military force would plan the invasion of a country.
These ecocidal & murderous campaigns appear to be part of their eugenic/land-seizing Agenda 21, that is a dynamic depopulation program, consisting of various concealed softkill approaches. These nuclear, biological, & chemical (NBC) weapons, include: radioactive foods; vaccines; psychiatric medication; heavy metals & chemicals in foods & beverages; geoengineering; fluoride; & genetically modified organisms (GMOs).
Adding to the degradation of the planet, is geoengineering—another one of their initiatives, that some believe to be the primary cause of the Holocene Extinction.
Louisiana officials & regulators authorizing this project are being handled by the same cartel that is waging war against the human race & planet Earth, although they may not be aware of the greater eugenic-terraforming agenda.
You may consider my theory to be somewhat radical, maybe even absurd. Perhaps you think along these lines: "People would never actually plan the widescale destruction of the environment, because they’d be killing themselves, & that is insane."
From the outlook of a rational person, it is.
However, there is another perspective that we will consider in this report.
Psychopaths can be found in about 4% of the population in every race, culture, profession, & class. That is, 1 in 25 people. Psychopathy is a character deficiency defined by the following: a need to have control over others; frequent lying; lack of shame; deceitful & manipulative behavior; arrogance; impoverishment of basic emotions; lack of conscience; incapacity for love; tendency to rationalize destructive behavior; & a need for frequent excitement.*
This is an excerpt from Geoengineering: Planetary Sabotage & Human Extermination: "Psychopaths are the personification of the lie. Because they are completely aware of their degeneracy, they instinctively spend an enormous amount of energy placing themselves beyond reproach. This frontage is referred to as the mask. Typically, it involves the projection of a virtuous livelihood, as well as a connection to benevolent societal institutions."
The instinctive substratum is a set of instructions that was developed by the human species living in groups. It is a critical part of the life of individuals & societies, because it contains moral values, customs, wisdom, & emotional data that help humans form social bonds.
Also encoded at this level is the urge to contribute to societal development. This substratum has information that has allowed separate human civilizations to form social & moral routines that are highly similar. The instinctive substratum contains instructions that compel us to contribute to the human race.
Put simply, this substratum is essential for the survival of the human species. Most members of the human race are born with this substratum.
Psychopaths, however, are carriers of a foreign substratum that lacks critical emotional information shared among the rest of humanity. The discernible moral & behavioral delinquency that is typical of psychopathy is a result of this foundational defect.
Because they lack the higher emotions that evoke the self-reflection that is imperative for moral & emotional development, psychopaths do not mature as most humans do. They have no wisdom. This has nothing to do with intelligence. I bring this to your attention so you will understand why their goals & ambitions will seem childish or outlandish to a mentally healthy person.
The signs & symptoms of psychopathy appear in some diagnostic manuals. However, these people are not technically "mentally ill" because in most cases they can’t be "cured" by treatment. More accurately, they are a different type of human.
This basic deficit creates a division greater than age, race, religion, or gender. Experts on this topic have suggested that this enormous rift separates the human race into two subspecies: the normal people & the psychopaths.
At an early age psychopaths are able to recognize their own class. They form networks to gain control over society. The subjugation of their primary enemies (the normal people who morally denounce them) is one of their primary goals.
Because they perceive normal people as a threat to their very existence, various methods are employed to psychologically, spiritually, economically, & biologically destroy as many decent people as possible.
"They recognize each other while living among the normal people. Just as individual psychopaths construct masks to conceal themselves, a group of them will form an organizational mask, which they use as a vehicle to legally achieve power. These are their "humanitarian" think tanks and "charitable" foundations. Looking behind such organizational masks you will find pure sickness. These groups, which are directed by psychopaths, have been described as ponerogenic organizations, derived from the Greek word poneros, meaning evil."-Geoengineering: Planetary Sabotage & Human Extermination
A worldview is a comprehensive outlook that individuals use to guide themselves as they interact with society. It includes notions regarding politics, culture, religion, science, values, beliefs, ethics, & morals. In addition, it has attributes pertaining to falsehoods & truths. The environment, family, community, & instincts affect the development of an individual’s worldview.*
Although world views vary among civilizations & races, a single common worldview exists that is shared by most members of the human race. It is a composite of social illustrations derived from the substantiated experiences of societies that were mostly civilized.
Despite its usefulness it has some limitations. It is not perfect or applicable in some situations. It also contains gaps. One exists between what is considered "rational" thinking & reality. There is another gap between morality & legality. Evil develops within these chasms.
Psychopaths live in a different world, with their own beliefs, customs, rituals, & attitudes that are often diametrically opposed to those of the normal people. Some foundational premises within the common worldview inhibit the examination of such a world.
To shine a light into this shadowy region, a perspective calibration may be necessary for some.
"Pathological egotism is a constant component of variegated states wherein someone who appears to be normal ... is driven by motivations or battles for goals a normal person considers unrealistic or unlikely. The average person might ask 'What could he expect to gain from that?' Environmental opinion, however, often interprets such a situation in accordance with 'common sense' and is thus prone to accept a 'more likely' version of the situation and events. Such interpretation often results in human tragedy."-Political Ponerology: A Science on the Nature of Evil Adjusted for Political Purposes, Andrew M. Lobaczewski
Whenever a psychopathic factor enters an equation the common worldview becomes irrelevant.
In his 2010 book, Big Oil & Their Bankers In The Persian Gulf: Four Horsemen, Eight Families & Their Global Intelligence, Narcotics & Terror Network, Dean Henderson described that British & Dutch royalty, & "old money behemoths" in Europe, along with Rockefeller, Schiff, Warburg, Mellon, Rothschild own the following banks: Wells Fargo, JP Morgan Chase, Goldman Sachs, Mellon Bank, Citigroup, Barclays, Deutsche Bank, Royal Bank of Canada, Prudential Financial, Bank of America, NM Rothschild & Sons, & Bank of England. These families are intermarried & inbred.
"Since at least as far back as the mid 1800s, many esteemed people have issued frightful public warnings of an abominable entity that they encountered during their careers. They included: presidents, congressmen, historians, reporters, congressional committee members, law officers, government employees, mayors, educators, and authors. Their illustrations are mostly consistent. They describe a beast which has been called a variety of names. It has carefully disguised itself with a multitude of interconnected front groups that it uses to manipulate society from behind the scenes. At a glance, these groups appear to be devoted to the betterment of humanity. Some include: the Council on Foreign Relations (CFR), Trilateral Commission, Round Table, Club of Rome, Royal Institute for International Affairs (RIIA), and RAND Corporation. It extends to the Bilderberg Group, Federal Reserve, Wall Street, large tax-exempt foundations, and high-level satanic cults such as Bohemian Grove. These organizations are composed of wealthy Americans and Europeans. Names that frequently appear within them, include: Rockefeller, Harriman, Schiff, Carnegie, Warburg, Rothschild, Morgan, and Ford. Gates, Soros, Turner, and Buffet are more recent members."-Geoengineering: Planetary Sabotage & Human Extermination
Their banks control the 4 biggest oil companies—The Four Horsemen—that include: British Petroleum, Chevron-Texaco, Exxon Mobil, Royal Dutch Shell. They are also the top 10 shareholders in almost every Fortune 500 company.
They run the great tax-exempt foundations & that are interlocked at the top with transnational think tanks. The eugenicists who steer these groups are high-ranking freemasons. Their organizations have funded both Nazis & communists. Their intelligence agencies overthrow sovereign governments & install dictatorships. They use the CIA, Mossad, & MI6 to carry out terrorist attacks, that further their political objectives.*
The same financial institutions that control the Four Horseman are bankrolling the BBP, namely: Goldman Sachs; JP Morgan Chase; Wells Fargo; Mellon Bank; Barclays Bank; Deutsche Bank; Royal Bank of Canada; & Bank of America.
Bayou Bridge LLC is the company building the pipeline. It is a fusion of Energy Transfer Partners (ETP) & Phillips 66. Sunoco Logistics Partners & ETP started a merger in 2012 that was completed in 2017. The top individual shareholder of ETP is Kelcy Warren, a billionaire who is also its chairman & CEO. He holds 2,031,646 shares in ETP & 27,535,127 in its controlling organization, Energy Transfer Equity (ETE). ETP’s co-founder is another billionaire, Ray Davis, who is also an ETE shareholder.
ETP’s top institutional shareholders include: Harvest Fund Advisors (owned by Blackstone Group) with 55 million shares as of November 2017, & Goldman Sachs with 57 million shares reported in a September 2017 SEC filing. Phillips 66 is an oil & gas pipeline refining business, derived from ConocoPhillips. The biggest institutional shareholder of Phillips 66 is Warren Buffett’s Berkshire Hathaway, with 80 million shares, as noted in SEC filings.
Additional major institutional shareholders of Phillips 66, include: BlackRock a private equity form with 28 million shares; & Vanguard Group with 31 million shares.*
The following banks also have a financial interest in the BBP because of credit contracts with ETP/ETE & Phillips 66: Bank of New York Mellon; Bank of America; Bank of Tokyo-Mitsubishi; Royal Bank of Canada; Barclays Bank; Wells Fargo; JPMorgan Chase; Deutsche Bank; PNC Bank; UBS AG; & Morgan Stanley.
Some of Vanguard’s top institutional shareholders include: JPMorgan Chase; Exxon Mobil; Berkshire Hathaway; Bank of America; Chevron Corporation; & Wells Fargo. The Rothschilds are also major shareholders of Vanguard.
The top two institutional shareholders of Goldman Sachs are BlackRock (worth $6.3 trillion) & Vanguard (worth $5.1 trillion). Billionaire Laurence D. Fink is the chairman & CEO of Blackrock "the world’s largest shadow bank." Fink is a member of the Council on Foreign Relations (CFR).
The Rothschilds, Warren Buffett, George Soros, & other members of this criminal network, also own shares in BlackRock, according to an independent report. Buffett & Soros are eugenicists who have attended Bilderberg meetings.*
Billionaire Stephen A. Schwarzman is the CEO & co-founder of the Blackstone Group, a private equity firm that had $434 billion in assets in 2017. Schwarzman is a member of the CFR, & satanic Order of Skull & Bones (1969).
So, upon investigation, we find that the source of this pipeline is linked to European royalty, & families such as Rockefeller, Schiff, Warburg, Mellon, & Rothschild, as well as "new money" people, including Buffet, Soros, Schwarzman, Warren, & Fink.
The pathological origin of this pipeline—with attendant satanic, freemasonic, & eugenic attributes—should be included when considering its actual purpose, as well as the events surrounding its construction.
The global eugenics movement, that started in the early 1900s, was funded & directed by emissaries of the British Crown & families of tremendous wealth, including Carnegie, Harriman, & Rockefeller.
It included notable academics & business people, who functioned through eugenic societies & prominent universities. They were in close contact through journals & international meetings. Their scientists furnished the junk science to justify the ideology, that was spread all over the world by their "professional" societies.
There were statements made at conferences & in reports to "cutting off" the defective bloodlines. They wanted entire bloodlines to be isolated & exterminated. This was described as a "global solution to all unwanted races" in a 1912 paper, entitled, Constructive Eugenics, written by American Breeders' Association (ABA) president, Willet Hays.
By 1884 they started forming a genetic registry on people in England. They had archived many thousands of genealogies by 1940, using the Eugenics Record Office (ERO), at Cold Spring Harbor in New York. They were fanatical in their efforts. Their goal was an international record system that contained genetic data on every single person on Earth.
Their plan was revealed in 1914 by the ERO, in a paper entitled, Report of the Committee to Study and to Report on the Best Practical Means of Cutting Off the Defective Germ-Plasm in the American Population.
At first it was only 10% of the population that was believed to be unfit. Their definition of undesirables kept expanding, until they found that up to 90% of the population was defective. They intended to investigate "all phases" of cutting off these bloodlines.
Countries that enacted laws &/or participated in conferences, include: England, America, Canada, France, Germany, Sweden, Belgium, Italy, Japan, Spain, Hungary, Norway, Mexico, Cuba, Finland, Romania, India, Poland, Switzerland, & Brazil.
Eventually, they exported their program to Nazi Germany. Because of increasing criticism, the overt eugenics movement went underground after WWII.
However, it never stopped. It is completely operational. Their methods are concealed in the environment, & various products & commodities that people use.*
"By its very nature, population is a continuing concern and should receive continuing attention. Later generations, and later commissions, will be able to see the right path further into the future. In any case, no generation needs to know the ultimate goal or the final means, only the direction in which they will be found."-Report of the Commission on Population Growth & the American Future, 1972, John D. Rockefeller III, Chairman

Hypothesis: The anti-human cabal is waging a scorched Earth unconventional warfare (UW) campaign on a planetary level, that is hidden within the operations of various industrial organizations under its control.
The scorched-Earth method, also known as total war means the complete destruction of anything the enemy might use, including: transportation routes, natural landscapes, crops, livestock, food & water stores, industrial resources, the economy, & citizens themselves.
"A scorched-earth policy is a military strategy that aims to destroy anything that might be useful to the enemy... [Anything] that could be used by the enemy may be targeted, for example food sources, water supplies, transportation, communications, industrial resources, and even the [local] people themselves. The practice can be carried out by the military in enemy territory, or in its own home territory."-Wikipedia, Scorched Earth
The scorched Earth approach has been used in many wars. Here are some examples:
- In 590BC the Athenian military used hellebore plants to pollute the city of Kirrha’s water supply.
- Peloponnesian forces used sulfur fumes against the town of Plataea in 479BC.
- After conquering Carthage during the Punic War (149-146BC), the Roman army dumped salt on farmland around the city, to permanently halt food production.
- During the Mongolian Incursions of 1211-1224 under Genghis Khan, there was "ruthless carnage" across Europe & Asia, characterized by annihilation of crops & livestock, as well as destruction of irrigation in the Tigris river to impair agriculture.
- Flooding was used by the Dutch during the Franco-Dutch war of 1672-1678 to impede the French military.
- During the Navajo Wars (1860-1864) the US military killed livestock, crops, & fruit trees belonging to the Navajo during its subjugation campaign. In its 1980 book, Warfare in a Fragile World: Military Impact on the Human Environment, the Stockholm International Peace Research Institute (SIPRI), explained: "The USA in 1864 finally eliminated the Navajos as a viable enemy—indeed, as a functional society—by the systematic destruction of all their sheep and other livestock and of all their orchards and crop plantations."
- There was vast ecological destruction during the American Civil War (1861-1865) as part of a scorched Earth approach taken by the Union. In the Shenandoah Valley in September-October 1864, homes, supplies, crops, mills, barns, & anything else that could sustain the Confederates, were torched by the Union cavalry. The Washington Post reported in September of 2014: "Wheat was burned in the fields and in the barns. ... Thousands of farm animals were either slaughtered in their pens or taken for the army’s use." Then, during Sherman's March to the Sea (November-December 1864), railroads, farms, & factories were systematically destroyed. "They raided farms and plantations, stealing and slaughtering cows, chickens, turkeys, sheep, and hogs... They burned whatever they could not carry."
- The US military used the scorched Earth strategy from 1865-1898 during the American Indian Wars, that included the "systematic destruction" of food stores, crops, & livestock, as well as the "wanton slaughter of bison herds on the Great Plains" thus cutting off Native American food supply & means of livelihood.
- Mechanical & natural chemical defoliants were used by the US in the Vietnam War (1961-1975). This scorched Earth approach included "large-scale and indiscriminate crop destruction" in rural areas. Vast tracts of forestland were also destroyed by US "anti-forest rangers" using Agent Orange & Rome Plows.
Chemical warfare includes the use of both synthetic & natural chemicals to disable or kill an enemy, or deny them use of natural resources on land & sea. They are anti-personnel & anti-environmental weapons. Their use may result in temporary or permanent damage to the environment.*
Natural chemical warfare can be be combined with landscape sabotage. During a scorched Earth approach, any part of the environment can be attacked with the following ecological weapons & tactics:
- degradation of the landscape to interfered with mobility & agriculture
- natural barricades
- air pollution with natural chemicals
- tainted soil
- flooding & drought caused by drastic landscape alteration
- thorough destruction of crops & livestock
- water bodies poisoned with natural chemicals
- obstruction in rivers to induce flooding, thwart agriculture, & impede navigation
- deforestation
Such weapons & tactics are intended to: inflict starvation; cause sickness & death; render the environment unsustainable; displace local populations (a form of land seizure); sever food & water supplies; & damage the economy of the target population.
"Thus," explained SIPRI, "a significant [majority] of the people can be killed or displaced as a result of the hostilities, their source of food denied for extended periods, or their homes or means of livelihood destroyed."
Crude oil has been used as a natural anti-personnel & anti-environmental chemical weapon (CW). Oil spills were part of a military strategy during the Iran-Iraq war of the 1980s & the Persian Gulf War of 1991-92. Up to 7 million barrels of oil was dumped into the sea during the Persian Gulf War.*
"For more than 2,000 years," proclaimed Science History in its 2005 report, A Brief History of Chemical War, "human ingenuity has turned natural and synthetic poisons into weapons of war."
Even before the gulf wars, the use oil as an ecological weapon was studied by military strategists in various countries, as reported by the LA Times in January of 1991.
The purposeful contamination of the Earth’s natural resources is known as ecocide. In its Chemical Warfare report, Science Clarified defines ecocide as: "Deliberate attempts to destroy or damage the environment over a large area as a tactical element of a military strategy." This can be accomplished by sinking oil tankers or pouring large amounts of oil onto the land or in the ocean.
Here is another definition of ecocide from Eradicating Ecocide: "Ecocide is the extensive damage to, destruction of or loss of ecosystem(s) of a given territory, whether by human agency or by other causes, to such an extent that peaceful enjoyment by the inhabitants of that territory has been or will be severely diminished." Examples include: environment-destroying oil extraction; large-scale deforestation; & excessive air pollution from Carbon Major corporations.
Oil tankers & rigs along the coast can be targeted to pollute the the coastal region. SIPRI noted: "The ocean can be contaminated with oil as the result of military activities..."
If a severe oil spill occurred, for example in the Arctic, it could cause a chain of events leading to recurrent ice-melting, that would significantly alter the global climate.
"A massive oil spill," articulated SIPRI, "of the sort that might result from the sinking of an enemy oil-tanker could have a dramatic local ecological impact, particularly if it occurred along the coast."
The purposeful release of crude oil on land or sea is a strategy to inflict widescale destruction. Crude oil can be used as a natural chemical weapon (CW) as well as a weapon of mass destruction (WMD).
Science Clarified explained: "The deliberate dumping of large quantities of crude oil on the land or in the ocean is an example of ecocide."
Hypothesis: Crude oil is one stealth WMD (among others) that the cabal is using in an ecocidal-terraformation campaign to make Earth uninhabitable for its native lifeforms.
Crude oil contaminates the environment & is highly toxic to all lifeforms. Studies on soil contaminated with oil show that it drastically reduces plant growth.
During an extraction operation, habitats are acoustically, physically, & chemically disrupted. Animals avoid the area due to noise from the machinery. After the projects are completed, the environment is permanently degraded, which interferes with wildlife habitat, migration patterns, feeding, & reproduction.
If the animals ingest or inhale the spilled petroleum, they suffer damage to their kidneys, spleens, lungs, brains, & livers. This noxious combination can result in endangerment or extinction of some species.
Crude oil is lethal to fish & can irreversibly pollute water. It is has a 1:1,000,000 contamination ratio. One gallon of it pollutes a million gallons of water.
Sensitive aquatic habitats, such as wetlands, are easily ruined by the chemical toxicity resulting from an oil spill.
Sciencing commented in an April 2017 report, The Effects of Oil Pollution on Aquatic Ecosystems: "Mangrove forests and salt marshes provide important habitat for migrating birds, and a nursery area for fish and shrimp. The whole mangrove environment can be killed by an oil spill, with dire consequences, not only to marine life, but to humans living near these protective ecosystems."
Crude oil contains benzene, benzo[a]pyrene, & arsenic. The National Toxicology Program (NTP), Occupational Safety and Health Administration (OSHA), & International Agency for Research on Cancer (IARC) consider benzene to be a human carcinogen.
Arsenic & benzene are also human carcinogens that cause cancer, says the American Cancer Society (ACS). In July 2014, the ACS exclaimed: "Arsenic is known to cause cancer, as well as many other serious health problems."
The human carcinogen benzo(a)pyrene damages DNA & causes cancer. In its 2012 report on benzo(a)pyrene, the International Agency for Research on Cancer (IARC) noted: "In humans, occupational exposures to benzo[a]pyrene-containing mixtures have been associated with a series of cancers. ... Based on the best available, consistent and strong experimental and human mechanistic evidence, it is concluded that benzo[a]pyrene contributes to the genotoxic and carcinogenic effects resulting from occupational exposure..."
Exposure to crude oil occurs through inhalation, ingestion, & skin contact. Short-term disorders exhibited by people exposed to oil spills have included: low respiratory tract effects; headache; inflammation of the eyes & throat; & nausea. Long-term effects include leukemia & other kinds of cancer. It damages the reproductive, nervous, & circulatory system, as well as the kidneys & liver. Crude oil causes low birth weight, spontaneous abortion, & birth defects.
The American Medical Forensic Specialists (AMFS) observed: "Crude oil and its components are known teratogens and cause birth defects, changes in fetal development, and decreased fetal survival. [Crude oil causes] numerous and significant health issues for children, pregnant mothers, and adults. ... There is also a significant increase in the risk of cancer."
The psychopath, as we know, is a morally degenerate perpetual liar, hiding behind a mask of sanity. Any ponerogenic group with adequate funding will form an elaborate mask to hide its nefarious deeds. Even a petty conman running a swindle needs a facade.*
Bayou Bridge Pipeline, LLC (BBPLLC) claims that most spills are the result of older pipelines & that it is using "state of the art technology" that is safe. The pipeline will be equipped with a Supervisory Control And Data Acquisition (SCADA) system for real-time monitoring of crucial junctures.
At the January 12, 2017 Baton Rouge public hearing sponsored by the US Army Corps of Engineers (USACE) & Louisiana Department of Environmental Quality (LDEQ), Joey Mahmoud of ETP, announced: "With the new technology that’s available, it will prove to be one of the safest pipelines built in Louisiana."
There is a report at the bayoubridge.com website, entitled, Top Safety Facts About Bayou Bridge Pipeline, with a graphic showing the security structure of a pipeline, including a safety control room, aerial reconnaissance, computers, & sensors. This illustration gives you the impression that it’s virtually impossible for a spill to occur.
The following statement appears on the Safety Facts page of the BBP website: "Using advanced technology and a proven safety design, the project has added extra safety features that exceed federal requirements."
That is similar to Colonial Pipeline’s claim of: "[a] robust system integrity, inspection and maintenance programs that meet or exceed all federal regulatory requirements," reported by Reuters in late September of 2016.
However, Colonial’s high-tech system did in fact fail.
On September 09, 2016 over a quarter of a million gallons of gasoline was leaked into a pond near the Cahaba River in Alabama, that has dozens of rare & endangered species. The result was a state of emergency declared in 4 states, including Alabama, Georgia, & the Carolinas. The Odyssey, noted: "A section of the Colonial Pipeline ... was discovered to have a serious leak, allowing over 250,000 gallons of oil to devastate a local wildlife reserve. ... The Cahaba River is home to numerous rare and endangered species; oil contamination would force some of them to [go] extinct."
Regarding Colonial’s 8 spills on its "high-tech" pipeline over the course of only 20 months, Reuters observed: "None of them were uncovered by the company’s primary leak-detection system.
Between 2000 & 2017 ETP/Sunoco & its subsidiaries had 527 hazardous incidents. Even though some of these pipelines used older equipment, it is the consistency of "accidents" that are disturbing. What follows are some of the incidents:
- 2000: November. Sunoco spilled 63,000 gallons of crude oil into Campit Lake in Claiborne Parish, Louisiana. The cause was pipeline corrosion.
- 2005: January. Mid-Valley Pipeline dumped 290,000 gallons of crude oil into Ohio & Kentucky rivers. The incident was attributed to a weld failure on an old pipe.
- 2005: November. During a disastrous "operator error" at the Sunoco’s Darby Creek Tank Farm in Sharon Hill, Pennsylvania, 436,000 gallons of crude oil was spilled.
- 2007: May. About 63,000 gallons of gasoline was drained after a bulldozer accidentally hit a pipeline in Shamokin, Pennsylvania.
- 2008: October. Another Mid-Valley Pipeline emptied 153,000 gallons of oil near Gunpowder Creek in Florence, Kentucky. No cause was given.
- 2008: November. A burst on Sunoco’s pipeline in Murrysville, Pennsylvania resulted in 12,000 gallons of gasoline being dispensed, that eventually ended up in Turtle Creek.
- 2009: June. A pipeline near Colorado City, Texas caught on fire during a repair, spilling 142,000 gallons of crude oil.
- 2009: August. 105,000 gallons of crude oil was dumped by Sunoco near Mont Belvieu, Texas. No cause was given.*
- 2011: February. Sunoco dumped about 73,000 gallons gallons of crude oil into a creek in Cromwell, Oklahoma. No cause was given.
- 2012: [Exact Date Unknown]. An ETP pipeline leak near Midland, Texas resulted in 121,000 gallons of highly-volatile liquids (HVL) being dumped. No cause was given.
- 2012: January. A pipe rupture in Wellington, Ohio resulted in 100,000 gallons of gasoline contaminating two waterways, one connected to Lake Erie.
- 2013: March. A Sunoco pipeline leaked 20,000 gallons of crude oil into Otter Creek in Tyler County, Texas. This pured into the creek for days until a landowner noticed that his stream was contaminated & traced it to Sunoco. The cause was unknown according to a report.
- 2014: [Exact Date Unknown]. About 168,000 gallons of HVL was spilled near Ira, Texas. It was reported that the cause was unknown.
- 2014: March. Sunoco dumped 21,000 gallons of crude oil into a creek near the Oak Glen Nature Preserve, north of Cincinnati, Ohio. It was reported that the cause of the spill was under investigation.
- 2014: October. Mid-Valley Pipeline had another "accident" near Mooringsport, Louisiana. This time about 189,000 gallons of crude oil was poured into the Tete Bayou Stream, because of a pipeline rupture.
- 2015: June. About 139,000 gallons of crude oil was dumped into two retention ponds because of a gasket failure at the West Texas Gulf Pipeline near Wortham, Texas.
- 2016: August & September. A pipeline leak at Sunoco’s Permian II Express near Sweetwater, Texas resulted in a torrentuous outpour of 361,000 gallons. It was reported that the cause was unknown.
- 2016: October. Loyalsock Creek in Lycoming County, Pennsylvania was polluted when a flood caused a Sunoco pipeline to pour 55,000 gallons of gasoline.
- 2017: April. ETP dumped 2.2 million gallons of drilling fluid & industrial waste into Ohio’s Tuscarawas Wetlands while constructing the Rover Pipeline. Sunoco gave no excuse.
- 2017: May. Sunoco dumped 460 gallons of gasoline into the Neches River in Port Neches, Texas. It was reported that the cause was under investigation.
- 2017: July. Sunoco polluted well water in the town of Exton, Pennsylvania while creating the Mariner 2 Pipeline. After that, it dumped 1,500 gallons of drilling fluid into a creek. No reason was given by Sunoco.
- 2017: November. ETP released 200 gallons of contaminants into a tributary of the Mohican River in Ohio while building the Rover Pipeline. No reason was given.
- 2018: March. 50 gallons of drilling fluid was poured into the Snitz Creek in West Cornwall Township, Pennsylvania. No reason was given.
- 2018: March. Another spill occurred in Pennsylvania. This time between 5 & 10 thousand gallons of drilling fluid was dumped into a wetland in the Shirley Township. No reason was given.
- 2018: April. It was reported that the Mariner East 2 pipeline construction in Pennsylvania was halted because "more than 100 spills have occurred during the construction" by Sunoco/ETP.
- 2018. May. In a northwest Oklahoma City neighborhood a Sunoco site spewed 630 gallons of crude oil over 220 houses. The cause was being investigated.
What you just observed are ONLY some of the REPORTED incidents caused by ETP/Sunoco in the US from 2000 to 2017.*
Interpreting these disasters using the common worldview you may conclude that people are really clumsy, or perhaps you could attribute them to cost-cutting greed.
The reasons given in the media for disasters that do make headlines, span from leaky gaskets & operator errors, to repair mishaps, flooding, pipe ruptures, heavy equipment collisions, & "unknown" causes.
The generic response from Sunoco is to downplay the disaster. In the media, Sunoco spokespeople inform us that the spill was due to some glitch that is being corrected to ensure that it never happens again. They proclaim that their primary concern is the safety of the public & the environment. They guarantee us that there’s no real danger, sometimes with the support of state regulators. Cleanup crews on site, we’re told. And soon enough things will be back to normal.
In reality, that is not the case.
Greenpeace warned in April of 2018 that ETP/Sunoco represent a "constant threat to communities" because of persistent disasters.
"The pipeline will employ the latest technologically advanced leak detection system."-BBP, Safety Practices & Design, bayoubridge.com
In early January of 2018 the Pennsylvania Department of Environmental Protection (DEP) halted construction of the Mariner East 2 pipeline because of Sunoco's "egregious and willful" violations. Sunoco discharged industrial waste into water supplies that contaminated private wells. Willful, meaning deliberate!
"Using advanced technology and a proven safety design, the project will utilize safety features that are standard for all pipeline projects."-BBP, Safety Practices & Design, bayoubridge.com
The Middletown Coalition for Community Safety announced in April of 2018: "Nowhere is this damage more evident than ... in West Whiteland Township, Chester County, where Sunoco-caused sinkholes threaten the integrity of private homes, forcing residents from their homes. Landowners across Pennsylvania have also been victims of dozens of Sunoco hazardous liquids pipeline accidents, and numerous instances of private well contamination, and Sunoco frac-outs of drilling fluid in sensitive streams and wetlands."
"We will voluntarily exceed the required regulations to ensure the protection of the pipeline and the safety of the communities along the route."-BBP, Safety Practices & Design, bayoubridge.com
Sunoco/ETP has "an alarming record of leaks, spills, and explosions," cautioned the Center for Constitutional Rights (CCR).
On February 28, 2018, the Acadiana news outlet KATC reported: "Sunoco dumped more than 2 million gallons of contaminated waste near public drinking water sources [in Ohio]."
"In any pipeline project, our first priority is safety; the safety of the environment, the safety of the communities through which we pass, and the safety of our employees."-ETP spokesperson Alexis Daniel
"In addition to past spills from existing pipelines" Greenpeace advised "ETP/Sunoco pipeline projects currently under development have been plagued with environmental violations. The construction of the Mariner and Rover pipelines in Michigan, Ohio, Pennsylvania, and West Virginia has resulted in over 2.4 million gallons of spills, over 100 notices of violations and other non-compliance issues, and 6 stop work orders."
Drinking water in Texas & all along the east coast has already been contaminated by ETP/Sunoco.
"They have spilled, poisoned, destroyed, and injured their way across this country," alerted Cherri Foytlin, co-founder of the L’eau Est La Vie.
Armed with a healthy outlook—that includes the mechanisms of psychopathy, as well as data pertaining to the ETP’s nucleus & record—we are able to pierce the mask & see this organization in its true form.
"At Energy Transfer and with the Bayou Bridge Pipeline, safety is our top priority."-BBP, Safety Practices & Design, bayoubridge.com
In speech, writing, & action this pipeline has been thoroughly rejected by those whom it affects.
Environmental conservationists are opposing it because the risk of contaminating the basin & water supply is too great. Residents & wildlife, they tell us, are in serious danger.
There were over 24,000 comments rejecting the BBP, according to public records released by the Louisiana Department of Environmental Quality (LDEQ) in mid December of 2017. In fact, eventually the influx of complaints was so great that the LDEQ had to alter its procedure for responding to public comments.
The claim that the pipeline is in the "best interest" of the public is false. Based on ETP’s undeniable record, we can reason that there will be severe destruction to ecosystems & people.
"All communities, towns and wildlife in the path of the pipeline face significant threats of pipeline failures, leaks, malfunctions and major spills."-No Bayou Bridge Pipeline, NoBBP.org
Shockingly, state officials & regulators have been mostly unconcerned about these very real threats.
So, in late June of 2017 native communities & environmental advocates created the L’eau Est La Vie (Water is Life) camp for organized resistance.
On January 12, 2017, over 400 citizens gathered at the Baton Rouge court house for a public hearing held by the Louisiana Department of Environmental Quality (LDEQ) & US Army Corps of Engineers (USACE), to express their concerns about the the BBP. Those opposing the pipeline who testified, outnumbered those in favor by 5-to-1. When ETP consultant & Coastal Protection & Restoration Authority (CPRA) lobbyist Mary Landrieu spoke in favor of the pipeline, she was accused of being disloyal.
The Louisiana Department of Natural Resources (LDNR) also hosted a BBP public forum on February 08, 2017 in Napoleonville. Opponents were especially concerned about the Atchafalaya Basin. A rotation of politicians punctuated the benefits & safety of the pipeline. Yet, environmentalists were unswayed by the industry’s attempt to convince them. These officials were denounced by the locals as being corrupted.
The town of St. James, with about 1,000 people, located in District 5 of the St. James Parish, is also known as "cancer alley" & "Louisiana’s center for pipeline disasters."
These people rejected the pipeline because they were already sick from the existing oil infrastructure. The air, soil, & water, in this town are severely polluted.
The St. James community is "surrounded by tank farms and other oil and gas infrastructure," Bridge The Gulf reported in May 2018.
People in this mostly poor African-American are dying of cancer because of the oil refineries & industrial plants, as revealed by The Guardian in June 2017.
For decades they’ve been pleading with their elected officials, as well as LDEQ & EPA, who have continually ignored them.
Scott Eustis, Community Science Director at the Gulf Restoration Network, commented on May 07, 2018: "Their ditches run with oil. And yet the state has not given the people of St. James the tools to protect themselves from harm. ... DNR has ignored us, and ignored St James..."
It was reported in March 2018 that the St. James Parish had 37 environmental incidents in the span of 14 months, including 12,000 gallons of crude oil spills & toxic chemicals released into the air, in mid March of 2017. About 24% of these "accidents" are attributed to equipment failure, while over 50% have "unknown" causes.*
They still haven’t received any answers from LDEQ pertaining this oil spill, that is a major hazard.
The LDEQ’s prime objective, according to its website, is: "to provide service to the people of Louisiana through comprehensive environmental protection in order to promote and protect health, safety and welfare..."
Regarding this claim, 5th District St. James resident Eve Butler commented: "Protection of our health, the welfare and safety of my neighborhood are not considered, as my community can attest to."
"Here in St. James" said Eve regarding the BBP, "we are in desperate need for an evacuation plan that will allow us to get out of St. James fast when something spills or explodes." Her choice of words (when rather than if) seems accurate, considering ETP’s ecocidal history.
As of August 2018 there is still no evacuation plan for the town of St. James in case of an explosion or leak. They have been left for dead.
"We’re like the lamb that was sacrificed," expressed St. James Pastor, Harry Joseph.
Think Progress mentioned on February 20, 2018, that a pattern of elected official & regulator complicity with oil & gas pipeline constructions, can be observed in multiple states. These regulators & officials are promoting pipelines "regardless of the potential consequences" to the environment & citizens.
In Louisiana, environmentalists opposing the pipeline are certain that state officials & regulators are under the oil industry’s control. The imminent dangers of this pipeline do not concern them.
According to the Public Accountability Initiative (PAI), Louisiana state regulators & politicians from both political parties are undoubtedly commanded by the oil industry. The BBP has tremendous political support in Louisiana because the industry provides substantial campaign contributions to elected officials.
Regarding the LDNR’s public forum on February 8, 2017 in Napoleonville, Steve Hardy of The Advocate reported: "As politician after politician lined up to throw their support behind the project, members of the crowd began to chant ‘How much? How much?’ in reference to how much they receive in campaign contributions from the oil and gas industry."
"The oil and gas industry has outsized power in Louisiana politics thanks to its persistent presence in the state, and oil and gas interests are major political donors," says the PAI, adding "prominent politicians backing the pipeline have received thousands of dollars in campaign contributions."
Defenders of nature are troubled because of the lack of public disclosure on this dangerous pipeline. Louisiana officials & regulators are minimizing a great danger.
"Despite substantial public opposition to the pipeline," says the PAI, "especially from the communities along its route, the project [has] broad political support from both major parties."
Jody Meche, President of the Louisiana Crawfish Producers Association (LCPA), had this to say about elected officials & state regulators, during his January 2018 interview with EarthJustice: "We’ve tried everything. We’ve met with governors; we’ve met with legislators; we’ve met with colonels with the Army Corps of Engineers, with state agencies, federal agencies—we’ve met with everybody. We can’t hold these people accountable. The state of Louisiana is so controlled by the oil and gas industry..."
"Our growing network of impacted landowners, tribal members, environmental justice communities, and fisherfolk have submitted comments, spoken out at hearings, and demanded proper environmental reviews and that our concerns will be taken seriously. None of this has happened. ETP has swindled landowners, bought our politicians, and refused to address any of the community’s needs."-No Bayou Bridge Pipeline, NoBBP.org
Louisiana Governor John Bel Edwards, who has publicly endorsed the BBP, got 11 million in campaign contributions during the 2015 gubernatorial election. Big oil gave him a minimum of $122,000 during his electoral campaigns.
Former Senator Mary Landrieu lobbies for the Coastal Protection & Restoration Authority (CPRA), a state agency that needed to sign off on Bayou Bridge Pipeline before construction began. Landrieu, who is registered to lobby for CPRA, is also on the payroll of BBPLLC. Before that she got $41,000 in campaign donations from Phillips 66 & ETP.
Landrieu has received almost $44 million in campaign contributions between 1995-2014. Her second top industrial contributor was Oil & Gas, at $1.7 million. It was reported in the Wall Street Journal in April of 2014: "Among the companies that are favoring Ms. Landrieu with their PAC donations are Exxon Mobil Corp. , BP PLC, Chevron Corp., and ConocoPhillips."
Jay Dardenne, Louisiana Commissioner of Administration, is also a key regulator at the CPRA. During the 2015 gubernatorial election Dardenne got over 3 million in campaign contributions. Since he started in Louisiana politics in 1992, he’s received at least $445,000 from oil & gas companies, including ETP & Phillips 66, during his electoral campaigns.
Scott Angelle held prime regulatory roles in Louisiana from 2004 to 2017. From 2012 to 2017 he was also a well-paid board member of Sunoco Logistics Partners LP. From 2004-2012 he was Secretary of the Louisiana Department of Natural Resources (LDNR), that oversees oil & gas extraction. From 2013 through 2017 he was a District 2 member of the Louisiana Public Service Commission. From 2012-2017 he was on the LSU board of supervisors, while he was a Sunoco board member. Since May of 2017 he’s worked for the Trump administration, as Director of the Bureau of Safety and Environmental Enforcement, Department of Interior. During the 2015 gubernatorial election Angelle received almost 4 million in campaign contributions. During Louisiana’s 3rd Congressional District election in 2016, he got over $1.7 million, with the Oil & Gas industry as the top contributor ($159,450), & $23,000 from ETE.
Louisiana Congressman Glen Clay Higgins, who has endorsed the BBP, has gotten at least $23,000 from the industry. It was reported by The Times-Picayune on April 20, 2011 that Steve Scalise & Jeff Landry, two of the most ardent promoters of petroleum, have gotten "substantial" contributions from the industry.
In February of 2017 the Center for Energy Studies (CES) at Louisiana State University (LSU) released a paper commissioned by ETP, entitled, Potential Economic Impacts of the Bayou Bridge Pipeline, that was pivotal in corralling regulatory & public support for the BBP. Through enormous donations, Big Oil commands the CES, which it uses to promote its interests with various "research" papers.
The CES paper was sent to state regulators touting the economic benefits of the BBP, that included 4,000 new jobs for the state & local communities. The CES consists of 25 council members, "comprised almost entirely of oil and gas industry executives or lobbyists," according to a January 2018 report by the PAI.
Although it is claimed that this will create jobs, the construction company is not a local business. It was observed by the Sierra Club, that the affected people will not financially benefit from the construction of this pipeline.
According to the Real Facts pamphlet at bayoubridge.com, the project will create only 12 local full-time jobs.
Pastor Harry Joseph & Cherri Foytlin, who have observed construction sites, say the local job growth claim was false. Since construction started they have not hired locally. Instead, they bring workers in from other states, who stay in hotels.
In late January 2018, Matt Rota, Gulf Restoration Network Senior Policy Director, announced: "We cannot afford to forsake our waterways and our local economies for an out-of-state company that provides hardly any jobs or economic benefit to the residents of Louisiana."
Environmentalists claim their concerns are being ignored by politicians & regulators who are colluding with the oil industry. Information about the construction of the pipeline has been obscured. On January 17, 2018, Steve Hardy of The Advocate, reported: "Pipeline opponents worry that the public is being left in the dark on the construction of the proposed 162-mile crude oil pipeline."
On December 06 2017 the Center for Constitutional Rights (CCR) filed a public records request with LDEQ, on behalf of the Louisiana Bucket Brigade (LBB), seeking any records pertaining to the BBP. LDEQ responded to CCR’s request with two sets of documents. The first set, released on 12/13/17, pertained to BBP’s permit application, plus 24,000 public comments "overwhelmingly in opposition" to the BBP. Only after the LBB reminded LDEQ that the request included emails did they respond with messages & attachments, on 02/16/18.
For over a month & a half in late 2017 Governor Edwards refused his legal obligation to meet with local environmental groups opposed to the pipeline. So, in mid December 2017 another lawsuit was filed by the CCR against the Governor’s Office of John Bel Edwards, claiming that it "failed to adequately respond to a records request" for information regarding to its communication with ETP. The purpose of the lawsuit is to release records pertaining to meetings & communications about the pipeline.
A lawsuit was filed in 19th Judicial District in Baton Rouge on January 16, 2018, against Bayou Bridge Pipeline, LLC (BBPLLC) by the CCR, on behalf of the Atchafalaya Basinkeepers, LBB, & 350 New Orleans. The CCR claimed that if BBPLLC claimed it could seize land by eminent domain because the pipeline was "in the public interest and [a] necessity," then their records should be open to the public.
The CCR also filed a public records request on March 01, 2018 with the US Department of Homeland Security (DHS), Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP), & Louisiana State Police, for records about protester surveillance. This was filed on behalf of LBB, Humanitarian Enterprise of Loving People (HELP), L’eau Est la Vie, & 350 New Orleans. The records requested include: written & electronic data, emails, memorandums, calendars, call logs, voice mails, text messages, videos, reports, & social media such as Facebook & Twitter.
The LDEQ records obtained by CCR indeed show that BBP lobbyists & Louisiana state officials were in close communication regarding permits & responses to public comments. They contain emails & other documents showing communication between the these organizations: ETP, BBP lobbyists, LDEQ, Louisiana Department of Health (LDH), GOHSEP, Louisiana state police, Louisiana National Guard, LDNR, & USACE.
"The documents," explained CCR on March 1, 2108, "reveal a high level of access to and coordination between Energy Transfer Partners and government employees, in contrast to the lack of access to regulators and public officials by pipeline opponents."
Emails in these documents confirm that ETP employees are in contact with Louisiana public officials, including Governor Edwards. LDEQ Secretary Chuck Brown was being coached by ETP employees on what to say to the public.
It was reported by CourtHouse News in March of 2018: "State employees readily interact and quickly provide answers to queries from ETP representatives and employees."
"Notably," commented the CCR, "there were no emails produced showing serious discussion or concern at the agency about the extensive record of spills, leaks, and explosions of the companies behind the Bayou Bridge project."
State & federal law enforcement all over the US are cracking down on water protectors. These people are being labeled terrorists & threats to national security.
Greenpeace announced on April 17, 2018: "These new pipelines have faced growing resistance from local communities and decision-makers concerned about the long history of non-compliance and pollution of drinking water sources, trout streams, wetlands, and rivers."
The LDEQ files show that GOHSEP was formulating reports on people who opposed the BBP. James Waskom, the director of GOHSEP, sent a report to a host of state regulatory & law enforcement agencies, including the LDNR, Louisiana State Police, & Louisiana National Guard. Another message was sent by Waskom to LDEQ. GOHSEP also created a report on the L’Eau Est La Vie camp, that is run by indigenous people protecting the water supply from the BBP. The report recognized the camp as "more formally organized" than resistance at Standing Rock.
According to the LDEQ documents, BBP opponents are being monitored by intelligence officers in GOHSEP, as well as federal, state, & local law enforcement coordinating through the Louisiana homeland security fusion center.
"The [LDEQ] emails" noted CCR "reveal Louisiana officials are aligned with a growing national trend of surveillance intended to intimidate those who exercise their First Amendment rights."
Most unfortunately, the right to peacefully protest these pipelines has been jeopardized. To thwart opposition to their deadly pipelines the cabal has resorted to an ancient tactic known as problem-reaction-solution (PRS). Basically, it is the use of a crisis to institute a controversial policy that would normally be rejected by citizens.
During the weekend of March 24/25th, 2018 BBP construction equipment in Assumption Parish, on LA 998 near Belle Rose, was vandalized. On Monday the 26th, the construction crew discovered that "vandals cut hydraulic hoses and electrical lines, broke windows and spray painted messages on backhoes and bulldozers."
Previously, water protectors sat on a portion of the pipeline to block construction, yet didn't destroy anything. They opposed the BBP with peaceful protests, as well as in courts & permit hearings.
It was reported by The Advocate on March 31st, that "leaders of local environmental groups have denounced the destruction of property."
Regarding the vandalism, on March 27 BBPLLC announced in the Media Statements portion of its website: "We understand there will always be varying opinions about critical infrastructure projects like the Bayou Bridge Pipeline and we respect the rights of all to peacefully protest, however, destruction of equipment is not peaceful."*
Whenever mischief like this occurs the first question to ask is: who benefits?
Allegedly, in response to the vandalism, on March 26th (the same day the vandalism was discovered) Louisiana Representative Major Thibaut introduced House Bill 727. This new law considers pipeline construction areas "critical infrastructure" & criminalizes access to these sites.
Even planning nonviolent disobedience at the site is considered a conspiracy, punishable by up to 20 years imprisonment & a $10,000 fine.
This new law, Thibaut said, will "give law enforcement the tools they need to protect our people."
On April 24, 2018 members of the Grow Louisiana Coalition, along with representatives from British Petroleum, Chevron, Valero Energy, Marathon Petroleum, & Exxon Mobile attended the Senate Judiciary Committee to show their support for HB 727. The bill is intended to "protect citizens and protesters from safety risks," the coalition informs us.
Similar laws are springing up all over the nation. Senate Bill 250 "suddenly appeared" in Ohio after ETP repeatedly dumped toxic drilling fluid while building the Rover Pipeline.
"There’s no question about the timing," commented Anne Rolfes, founder of the Louisiana Bucket Brigade (LBB). "It’s a really clear puppet-string between the oil industry and Energy Transfer Partners and our legislature."
TruthOut reported on April 18, 2018: "Louisiana joined the growing number of states across the nation with similar ‘critical infrastructure’ bills moving swiftly through the courts and onto governors’ desks." Others include: Oklahoma, Tennessee, Ohio, Iowa, & Minnesota.
When politicians & regulators sell out the citizens to an invading force that intends to pollute their natural resources, the last defense they have is to physically block machinery.
If these elected officials were really concerned about protecting people or the environment, then they would never allow such destructive projects to begin with.
If you consult the cancer-stricken people of St. James, they will guarantee you that the oil companies, their politicians, & regulators have no regard for their health.
This bill was signed into law by Governor John Bel Edwards on May 30, 2018, & was made effective on August 01, 2018.
"There’s a right way to go about protesting and a wrong way," Thibaut announced. "One mishap puts us all in danger."
To build the pipeline ETP had to get several permits, including one special use permit for the 18 miles of sensitive coastal region from LDNR, & two others from the USACE & LDEQ.
The LDNR granted the BBPLLC a special use coastal permit for an 18-miles segment of the pipeline on April 05, 2017. Then, on December 14, 2017, both the LDEQ & USACE issued BBPLLC/ETP a permit.
"Despite the hundreds of people who showed up at hearings to oppose the Bayou Bridge Pipeline," proclaimed Anne Rolfes of the LBB, "the Army Corps of Engineers and the Department of Environmental Quality issued permits."
Pipeline construction started in January 2018 & may be finished by October 2018.
However, according to environmental advocates, 2 of the 3 permits that were necessary to create the pipeline are invalid. If they are correct, then this pipeline is illegal.
On January 11, 2018 EarthJustice filed a lawsuit against USACE, on behalf of Atchafalaya Basinkeeper (ABK), Louisiana Crawfish Producers Association (LCPA), Gulf Restoration Network (GRN), Waterkeeper Alliance, & the Delta Chapter of the Sierra Club. The plaintiffs contend that the USACE acted "arbitrarily and capriciously" when it issued ETP the pipeline permit, without providing a full environmental impact statement (EIS). This is in violation of the Clean Water Act (CWA) & the National Environmental Policy Act (NEPA).
The NEPA requires a full EIS for a federally permitted project that severely impacts the environment. The USACE did not perform one before it issued BBPLLC the permit. The plaintiffs observed: "The construction and operation of the pipeline, as authorized by the Corps, threatens plaintiffs’ health, environmental and economic well-being." The plaintiffs claim that permit was unlawfully issued on December 14, 2017, in violation of NEPA & CWA.
On February 23, 2018 a Baton Rouge federal court revoked the permit granted by the USACE because the corps failed to do a comprehensive EIS. BBPLLC was ordered to stop construction in the Atchafalaya Basin so as to "prevent further irreparable harm."
That ruling was overturned on March 15, 2018 by the 5th US Circuit Court of Appeals, in New Orleans. Regarding this ruling, Louisiana Representative, Clay Higgins stated: "This was as by-the-books as it gets."
Even though the February ruling to stop construction in the basin was overruled, according to some the USACE is still in violation of the CWA & NEPA for not providing a complete EIS.
As it turns out, not only did the USACE grant an illegal permit to ETP, it used ETP drafts for public announcements about the pipeline. It was explained by CourtHouse News in March 2018: "ETP representatives and employees sent the permitting agencies—LDEQ and the U.S. Army Corps of Engineers (USACE)—draft language, which they then used, for public information related to the pipeline. ... The Corps granted the permit on December 14, 2017, without having done an Environmental Impact Statement."
The LDNR granted the BBPLLC a special use coastal permit for an 18-miles segment of the pipeline along the Louisiana coast on April 05, 2017. In June 2017 the Tulane Environmental Law Clinic filed a lawsuit against LDNR on behalf of HELP, the Gulf Restoration Network, Bold Louisiana, & Atchafalaya Basinkeeper, to revoke the permit.
On April 26, 2018, 23rd Judicial District Court Judge Alvin Turner Jr. ruled that LDNR was in violation of state law that exists to protect the public, when it issued a coast permit to BBPLLC, without making an evacuation plan. His decision invalidated the permit, yet some claim that it didn’t legally forced the LDNR to halt construction.
Lisa Jordan of Tulane Environmental Law Clinic disagrees. She says the ruling did indeed call for the construction to be halted, because the coastal zone permit was erroneously granted, due to lack of an evacuation plan.
Judge Turner said that the LDNR violated Louisiana’s Coastal Use Guidelines. These are safety procedures that companies operating in Louisiana’s delicate coastal zone must adhere to. The permit requires LDNR to compel ETP to do a full EIS along an 18-mile portion of the coast. According to Turner, the LDNR "failed" to make ETP to follow two critical guidelines that exist to minimize the environmental impacts to nearby communities.
Instead, the LDRN granted the permit on a different, less strict guideline, "thereby eliminating the increased protections" that should have been established. In addition, the LDNR failed to provide any credible excuse for not forcing ETP to comply with the normal guidelines in the first place. Turner also told the LDNR that an effective evacuation plan must be created "in the event of a spill or other disaster."
However, BBPLLC/ETP did not honor the ruling. Instead they continued to build the pipeline.
CourtHouse News reported on May 22, 2018: "Construction of the Bayou Bridge Pipeline through sensitive coastal lands continued Monday despite a state judge’s ruling that the Louisiana Department of Natural Resources illegally issued a permit for it. ... The permit for construction through a coastal zone violated state law. On May 15, Judge Turner reiterated that construction through the zone must stop."
In a May 2018 letter to Blake Canfield, Executive Counsel at LDNR, Elizabeth Livingston de Calderon, at the Tulane Environmental Law Clinic, wrote: "Bayou Bridge does not have a valid permit. Therefore, we again request that the DNR exercise its responsibility—both as a party to this case and independently as an entity with a public trustee obligation—to issue an immediate cease and desist order to Bayou Bridge."
Here’s what we’ve established:
- The pipeline has been traced to a composite of ponerogenic groups that function in unison.
- THEIR pipeline is being built by ETP, a company with an undeniable history of catastrophic destruction to the environment. Considering ETP’s lineage, this should be no surprise.
- Financially compromised Louisiana politicians are under their control.
- Louisiana elected officials & regulators, whose job is the protection of citizens & the environment, are ignoring genuine concerns about the pipeline. They, include: politicians, LDNR, LDEQ, USACE, & CPRA.
- Front-line resistance (blocking machinery) to the poisoning of natural resources has been has been outlawed.
- Permit-issuing organizations such as LDEQ & the USACE, wrote reports drafted by the oil industry.
- The USACE did not perform a full EIS before issuing a permit.
- Environmentalists claim that LDNR & USACE issued illegal permits.
- The people whom this pipeline will affect have rejected it.
- The pipeline starts in the disregarded community of St. James that has no evacuation plan.
- Although it is portrayed as an independent academic institution, the LSU, that authored a favorable report on the pipeline, is also under their control.
- Louisiana state & local police are colluding with GOHSEP to surveille front-line defenders resisting the defilement one of the most critical zones in America.
Louisiana politicians, regulators, academics, & law enforcement all did their part to make this toxic invasion possible. And by doing so they are literally killing themselves & their families!
We can surmise that the pathological factor noted at the start of this report was the prominent force directing their activities, that included: riotous disregard for the environment; indifferent (perhaps even contemptuous) attitude toward public safety; unaccountability; subversion; information blockades; lies; deception; & gross negligence.
At the LDEQ & USACE public hearing in Baton Rouge in January of 2017, Cherri Foytlin asked why state regulators, who should be protecting the environment from a very real danger, would risk contaminating the Atchafalaya Basin—one of the most precious places on Earth.
Why would the LDNR issue a construction permit, based on a lower set of standards, to disaster-prone company that will build a pipeline along a highly delicate coastal region?
"The Department of Natural Resources" said LBB founder Anne Rolfes in May of 2018, "is giving Bayou Bridge a pass to damage the coastal zone."
Why did the USACE give permission to the same reckless company to build a pipeline through the biggest river-swamp in North America. And why did the USACE not conduct a full EIS?
Atchafalaya Basinkeeper, Executive Director Dean Wilson, who is also a plaintiff in the lawsuit against the USACE, informs us that this pipeline has jeopardized millions of people in southern Louisiana.
"By issuing a permit," Anne concurred in January of 2018, "the [US Army] Corps of Engineers ignored these threats."*
How can organizations charged with protecting the environment be so utterly negligent?
Scott Eustis, of the Gulf Restoration Network, was baffled. He wrote: "We don’t understand how DNR can’t consider—isn’t considering—the safety of the drinking water..."
From the perspective of a rational person, none of this makes sense.
Lisa Jordan, director of the Tulane Environmental Law Clinic, was similarly perplexed. In June of 2018 she stated: "What our clients cannot fathom is how an agency [LDNR] that is supposed to be the public trustee can justify moving for a suspensive appeal [to delay Judge Turner’s ruling to stop the project] when this form of appeal benefits only Bayou Bridge and hurts the local community, which the court clearly intended that the agency immediately begin protecting."
If we use only common logic in an attempt to figure this out, maybe we will attribute it to greed or incompetence. Still, we are left puzzled.
Is it possible that this pipeline has an additional or even primary purpose that what we were not told about?
If completed, the BBP would pass through the Atchafalaya Basin that is a delicate wetland region used by local indigenous people for sustenance, as well as 700 bodies of water.
Remember the 1-to-1-million contamination ration? Even a small leak in one of these water sources would permanently expel it as a viable source of potable water.
"BBP will pollute our water, crossing an astounding 700 bodies of water including Bayou LaFourche."-No Bayou Bridge Pipeline, NoBBP.org
The Atchafalaya Basin is the biggest river-swamp in the US, larger than the Florida Everglades. At 20 miles wide & 150 miles long, it has almost 1 million acres of backwater lakes, swamps, bayous, & bottomland hardwoods. It is the primary ecosystem in the western hemisphere for birds that migrate between south America & the gulf coast. There are 100 types of fish & aquatic life, 250 species of birds, 65 species of reptiles & amphibians, in addition to black bears, otters, raccoons, muskrats, & foxes.
It is one of the most ecologically diverse regions in the US, with a widely recognized Cajun culture, as well as a population of African, Caribbean, Native American, & European descent. Each year about 22 million pounds of crawfish are harvested from the basin.
Louisiana's crawfish industry provides thousands of local jobs. It was reported in January of 2018 that crawfishermen think the pipeline will obliterate the habitat & devastate the industry.
"This pipeline," expressed Anne in December of 2017, "is proposed by a company with a dangerous track record, and our drinking water, our health, and even our crawfish are threatened."
Hypoxic (oxygen depleted) water in the basin caused by existing pipelines is already killing fish, as reported by Waterkeeper Alliance in January 2018. In addition, the pipes have filled the basin with excessive sand that is hindering efforts to prevent flooding.
Emilie Karrick Surrusco at EarthJustice wrote in February 2018, that the oil companies ignored environmental regulations when they built hundreds of pipelines in the basin. During construction they created spoil banks (dirt mounds) that have "systematically destroyed" the water quality of the river.
LCPA President Jody Meche, explained: "They created these pipeline right-of-ways... They interrupted the water flow. And every year, the ecosystem has been on the decline."
Atchafalaya Basinkeeper, Executive Director, Dean Wilson, concurred that oil companies have already ruined much of the Louisiana's coastal region, "destroying some of the most amazing ecosystems on Earth" while making "countless coastal communities uninhabitable" for people.
In the last 100 years Louisiana has lost coastal land the size of Delaware. Although PBS attributed this to rising sea levels, it also pronounced that "decades of construction on oil and gas canals have also played a role." That erosion is happening, Bloomberg reported in December of 2017, "due to a mix of rising seas and sinking land caused in part by oil and gas extraction."
Citing eminent domain, ETP is also seizing the properties of landowners. Sierra Editorial Fellow, Katherine Wei, reported in February of 2018, that these "unneeded projects" are a "threat to the water and climate of Louisiana" & trample the property rights of landowners.
Additional construction in the basin would stagnate the water heightening the existing hypoxia, killing even more fish. According to Wilson, the soil pushed to the sides of the pipe during construction will block the flow of the Atchafalaya River. "This will create a delta in the wetland, and the swamp will be dead."
The BBP would cause the "permanent destruction of old-growth trees" & further pollute the basin with oil spills. Some of the tupelo & cypress trees (Sentinels of the Swamp) are hundreds of years old. If these old-growth trees are cut down, they will probably never grow back. They are a vital part of the swamp's habitat. Their destruction will initiate a chain reaction that impacts wildlife in the basin.
Furthermore, the pipeline construction would make the Louisiana coastal region & Mississippi River Valley more prone to flooding. The basin functions as a floodway for the Mississippi River overflow. Millions of people living in these regions will be at risk if the basin can't accommodate these floodwaters.
"We are endangering hundreds of cities and communities and millions of people in southern Louisiana," Wilson cautioned.
How could the USACE not know these things?
"BBP will increase flooding. ... When flooding is worse, our communities suffer. Our homes are damaged, our crops are destroyed, our infrastructure is eroded, our families get sick, and our economy is harmed."-No Bayou Bridge Pipeline, NoBBP.org
So, the existing & potential pipeline-induced afflictions include:
- landscape degradation
- blockages in the river
- rendering the environment unusable
- deforestation
- infringement on private property
- flooding
- drinking water contamination
- chemical pollution of fisheries
- disease
- population displacement
- economic damage
Does this sound familiar? These are the weapons & tactics of ecological warfare.
The construction of the project itself may create a deadzone in the swamp.
A severe flood that displaces & kills a great number of people is also a very real threat.
In addition, there is the likelihood of an oil spill.
The BBP would carry up to 20,160,000 gallons of oil per day. The pipeline is to be buried at least several feet or more depending on the area. The exceptions include above-ground valves that are surrounded by a fence.
Even a slow leak in the Atchafalaya Basin or any of the 700 water sources would be devastating.
If the pipeline was totally severed, due to a bomb or earthquake, then it could leak 14,000 gallons per minute.
There are a number of ways the criminals can set off their WMD in southern Louisiana:
- They may use Mossad or the CIA to plant a bomb anywhere along the pipeline, perhaps on an above-ground valve, then blame it on terrorists or activists. Or, maybe one was built into the pipeline. According to Professor Texe Marrs & Jack McLamb, they used a torpedo or bomb to blow up the British Petroleum (BP) oil rig, an extinction-class event that the cabal staged in the Gulf of Mexico.*
- They may have someone mechanically sabotaged an above-ground junction, such as a valve, again blaming it on terrorists or activists. We've already seen them resort to this PRS tactic.
- Defects intentionally created while the pipeline was being built could slowly leak oil, contaminating the Atchafalaya Basin, Bayou Lafourche, or any of the hundreds of other water bodies.
- One of many equipment failures could occur. Based on existing "mishaps" we can reason that this would involve: gasket leaks; pipeline bursts; heavy equipment machinery hitting pipes; or some "unknown" cause.
- HARRP could be used to create a localized earthquake. Some claim such an ionospheric heater was used by these criminals to stage the Fukushima nuclear disaster, that is another extinction-class event.
If the events surrounding the Fukushima & the BP Oil Spill are any clue of what to expect in response to the engineered crisis, then we can reason that the cleanup efforts will be methodically thwarted. This is necessary to ensure as much environmental damage as possible. You don’t organize these disasters, then allow a quick resolution. That defeats the whole purpose.
We can also expect Louisiana elected officials & state regulators to be totally complicit in deceiving the public regarding the magnitude of the disaster & its cause, as well as information pertaining to safety & cleanup efforts.

* It is commonly believed that Iraqi soldiers set fire to oil wells & dumped oil in the ocean. However, according to Douglas Kellner, those media reports were US propaganda. * If you do a web search on oil spills you will be shocked by reports of disasters occurring all over the world, on land & in the ocean. This is happening in Ecuador, Brazil, Peru, Argentina, Nigeria, Canada, United States, China, Russia, & other countries. Because of the frequency & magnitude of these spills, as well as their locations & situational factors, the notion that they are all simply accidents is no longer tenable, in my opinion. Someone is arranging these disasters. Life in the affected zones is exterminated.
* I interpret "unknown cause" to mean that no reasonable excuse was available for the planned dumping of chemicals.
